 Here are some javascript buttons that change when you put the cursor over them (assuming you are using Netscape or IE4, otherwise they will appear static). I have also included a background, ruled line, and a bullet. The files are zipped for easier download, and the buttons and top and bottom panels have no text on them.
There are six buttons (3 each plain and 3 each with arrows). Just make as many copies of the middle button as you need to make the "fake image map" as big or small as you wish. The javascript code is not mine, i got it from www.javascripts.com, or you can view the source for this page and modify as you need for yours.
